The programs listed below are offered by the State of California and the Los Angeles County Development Authority (LACDA). These programs are not administered by the City of Santa Fe Springs, but may be available to eligible residents.

Los Angeles County Development Authority (LACDA) – Home Ownership Programs

HOP80 and HOP120 Programs
These LACDA programs provide second mortgage loans for first-time homebuyers:

  • HOP80: Up to $100,000 or 20% of the purchase price (whichever is less)

  • HOP120: Up to $85,000 or 20% of the purchase price (whichever is less)

These loans offer 0% interest, deferred repayment, and shared equity. Repayment is required when the home is sold, title is transferred, or the home is no longer owner-occupied.

Eligibility:

  • Must be income-qualified

  • Cannot have owned a home in the last 3 years

  • The home must be owner-occupied

Mortgage Credit Certificate (MCC) Program – LACDA

This county-administered program allows eligible first-time homebuyers to receive a federal tax credit of up to 20% of their annual mortgage interest.

Available In:

  • Unincorporated areas of Los Angeles County

  • Participating cities, including Santa Fe Springs

How It Works:

  • Must meet income and purchase price limits

  • Work with a participating lender

  • Lender submits the application to the County for approval

California Housing Finance Agency (CalHFA) Programs – State of California

CalHFA offers several home loan programs for low to moderate-income families, including low or zero-interest down payment assistance.

Note: CalHFA programs are managed by the State of California and require working with CalHFA-approved lenders. The City does not process or oversee these applications.

Section 8 Rental Assistance – LACDA

The Housing Choice Voucher Program (Section 8) is a federally funded rental assistance program administered locally by LACDA, not the City of Santa Fe Springs.

  • Provides rent subsidies for low-income families, seniors, and individuals with disabilities

  • Participants rent from private landlords and pay a portion of income toward rent

  • LACDA pays the remaining portion directly to the property owner

For Landlords:

  • No participation fees

  • Must comply with HUD standards

  • Maintain property as required by lease and contract

Fair Housing Services and Programs

Federal, State, and Local laws prohibit housing discrimination based on characteristics such as race, color, national origin, religion, sex, familial status, disability, and more. These laws apply to the sale and rental of housing, advertising, mortgage lending, insurance, and practices such as steering, redlining, and hate crimes.

Reasonable Accommodation

Under the Fair Housing Act, individuals with disabilities have the right to request reasonable accommodations in housing-related rules, policies, practices, or services when necessary to afford them equal opportunity to use and enjoy a dwelling.

The City of Santa Fe Springs adopted Ordinance No. 1049 to formalize a process for individuals to request reasonable accommodation from the City's zoning, building, and land use regulations.

Requests may include modifications or exceptions related to the siting, development, or use of housing or related facilities.

Housing Opportunities for Persons with Disabilities

Persons with physical or mental disabilities are protected under the:

  • Federal Fair Housing Act (Title VIII, as amended in 1988)

  • California Civil Code §54.1

  • Unruh Civil Rights Act of 1959

These laws prohibit discrimination in housing and require that reasonable accommodations and modifications be made for persons with disabilities.
